Customs prioritizes processing procedures for import and export goods.

According to the Customs Department, the recent complex military conflict situation in the Middle East has directly impacted international transportation and logistics. These fluctuations have significantly affected shipping routes connecting Asia with Europe, the Middle East, and Africa.

In light of this situation, the Customs Department has instructed regional customs branches to direct customs units at border gates and outside border gates to prioritize processing procedures and create favorable conditions for businesses to carry out import and export activities.

Specifically, for goods exported to or transported through countries in the Middle East experiencing military conflict, customs authorities will prioritize processing procedures to minimize disruptions to the flow of goods.

In cases where goods have been registered with a customs declaration but cannot actually be exported, the customs authority will instruct the enterprise to carry out the procedure for canceling the declaration as prescribed. The cancellation of the declaration is carried out according to Article 22 of Circular No. 38/2015/TT-BTC, amended and supplemented by Circular No. 39/2018/TT-BTC and Circular No. 121/2025/TT-BTC.

This regulation applies to cases where the customs declaration has been completed or not, but the goods have not yet been brought into the customs supervision area, or have been brought into the customs supervision area but have not yet been loaded onto the means of transport for export.

Flexible handling of re-import and changes in shipping routes.

In cases where goods have been assembled at seaports, airports, or border crossings awaiting loading onto export transport but cannot proceed with export procedures, customs authorities will facilitate the return of the goods to the domestic market.

In addition, businesses can also carry out procedures to bring goods into bonded warehouses or warehouses at border gates for storage and preservation.

This is especially important for perishable goods or those with a short shelf life, in order to minimize losses for businesses.

For cases where goods have completed export procedures, been loaded onto export vehicles, or are being transported to the importing country but must return to Vietnam, the customs authorities will guide businesses to carry out re-import procedures as stipulated in Article 47 of Decree No. 08/2015/ND-CP, amended and supplemented by Decree No. 167/2025/ND-CP.

The customs authorities are also committed to facilitating the re-import procedures for businesses, thereby minimizing losses incurred during international transportation.

Furthermore, if goods have completed customs procedures and are en route to the importing country but the foreign partner refuses to accept them, the business can request a change in the shipping route, delivery location, or recipient.

In that case, the enterprise shall carry out the procedure for amending and supplementing information on the customs declaration and submit the documents proving the amendment as prescribed in Article 20 of Circular No. 38/2015/TT-BTC, amended and supplemented by Circular No. 39/2018/TT-BTC and Circular No. 121/2025/TT-BTC.

The Customs Department also requires regional customs branches to promptly communicate with relevant agencies and units to handle any difficulties that arise during the processing of procedures, within their authority.

In cases where issues are beyond their authority, units must immediately report to the Customs Department for guidance, thereby ensuring that procedures for businesses are processed quickly and in accordance with regulations.
